It is widely believed that a scientific revolution is underway, in which the deep connections between computer science and biological processes are exploited to enrich our understanding of science and medicine [1]. Two of the challenges of this revolution are to extract and interpret the information contained in the huge amounts of scientific data that are being generated and to provide computing services that support flexible and transparent interfaces between users, organizations, applications and data repositories. Web services, service-oriented architectures and grid computing provide the basic infrastructure and tools to meet these challenges. However, many significant challenges remain. One such challenge is the provision of security services: in open, distributed environments, very few of the assumptions that underpin security in traditional centralized computer systems hold. We cannot, for example, necessarily trust code that has been downloaded from another host. Nor can we know a priori the identities of all users in a virtual organization or ad hoc collaboration who wish to access particular resources. In other words, there exists a compelling case for developing an approach to access control that is simple and scalable, and that allows for previously unknown principals to have controlled access to protected resources. This proposal seeks to apply the lessons learned from attribute-based and role-based access control to authorization in contexts ranging from a single virtual machine through to virtual organizations comprising millions of machines and users.
